Jeff Mills

Jeff Mills serves as a Managing Director at Property Tax Partners in Frisco, Texas, where he leads the firm’s energy industry practice with a focus on mineral and midstream clients. With over 25 years of experience, Jeff brings deep expertise in property tax matters across multi-state and multi-jurisdictional environments. He has successfully managed complex portfolios for clients in oil and gas, manufacturing, distribution, healthcare, retail, and hospitality, consistently delivering value through strategic tax planning, appeal management, and process improvement.  Jeff is a Certified Member of the Institute for Professionals in Taxation (CMI) and has spoken at numerous IPT Conferences and Symposiums, as well as served as an instructor for the Personal Property Tax School. His insights have been featured in The Dallas Business Journal, Smart Business Magazine, and other industry publications, where he shares thought leadership on market trends, tax legislation, and savings opportunities.  Jeff is an active member of COPAS, where he regularly speaks on ad valorem tax issues affecting the oil and gas industry. He currently serves as President of the Oklahoma Association of Taxpayer Representatives.  Jeff earned his Bachelor of Science in Accounting Systems from the University of North Texas and completed undergraduate studies at Texas A&M University. He is a licensed Senior Property Tax Consultant in the State of Texas.
